An Adjudicator and Conciliator accredited by the Chartered Institute of Arbitrators to determine payment disputes under the Construction Contracts Act 2013. He is also a Member of the Irish Branch’s Panel of Adjudicators having a CIArb Diploma in Adjudication. Qualified with a Civil Engineering Degree (UCD 1976) and a Master’s in construction law and arbitration. As a Fellow of the Chartered Institute of Arbitrators (FCIArb), he is regularly nominated as Standing Conciliator under the PWC contracts A recognised professional in the industry, Billy is on the dispute panels for Engineers Ireland, the Construction Industry Federation, the Mediators Institute of Ireland, and the TII /IFA infrastructure scheme. Sitting on Committee. A Fellow of the Irish Branch, Chartered Institute of Arbitrators he has special responsibility for Dispute Avoidance training where he concentrates on the roles of Standing Conciliator (PWC contracts) and Project Mediator and the Project Boards.
