Eoin is a recognised and accomplished procurement expert, author, trainer and board level advisor. His “blue chip” international consulting credentials, educational qualifications and deep expertise in public sector procurement were recognized when he was appointed as the 1st Sourcing Director at the Office of Government Procurement in 2013. He has worked as a consultant with Deloitte and PwC (London) and latterly EY (Dublin) heading up their procurement advisory practice in Ireland until 2019. Eoin is the Chairman of the Chartered Institute of Procurement & Supply (Ireland) and is the author of three CIPS textbooks including “Commercial Negotiation” published in May 2019. He has planned and delivered multiple regulated procurement competitions under all procedures and chaired many evaluation panels. He has trained many hundreds of buyers over the years and in Sept 2020 he chaired the CMG Annual Procurement & Tendering Conference. During his time at OGP he was responsible for establishing national frameworks worth hundreds of € Millions and he has since advised many interested parties on the technical elements of frameworks. He is one of only three CIPS Fellows in Ireland.
