Patrick is a dual qualified (Republic of Ireland/England and Wales) senior associate in the Construction and Procurement department at Philip Lee, specialising in public procurement, commercial contracts and construction law. Patrick works with clients in the private and public sector and advises on all aspects of public procurement (including the preparation of tender documentation, the conduct of competitive dialogues, the creation of selection and award criteria, evaluation issues and the preparation of standstill letters). In particular, he has substantial expertise in advising public bodies on the variation of public contracts during their respective terms and IT procurement by public bodies. Patrick also regularly advises clients on their respective obligations and rights under the Remedies Directive and has been involved in several procurement challenges as part of the wider Philip Lee team. Patrick advises contracting authorities, contractors and equity providers in relation to a number of Irish public private partnerships, including advising the preferred bidder on Social Housing PPP Bundle 2. Patrick regularly advises and negotiates building contracts and appointments on behalf of developers and contractors, including some recent major city centre developments in Dublin.
