Paul is Managing Director in KPMG’s Infrastructure & Government advisory team. Paul is a chartered accountant with over 20 years of experience advising on the funding of large-scale capital projects across the public and private sector with particular experience in project structuring, strategic assessment reports/business cases, delivery options analysis, long-term contract delivery and management (Public Private Partnerships (PPP)), tender assessments, value for money assessments, contract negotiation, corporate governance advice, restructurings/re-financings and stakeholder management. Paul joined KPMG in July 2022 having previously been head of financial advisory with the National Development Finance Agency (part of the National Treasury Management Agency) responsible for providing financial advice across the public sector. In this role, Paul provided financial advice to Ministers, Government departments, agencies and local authorities on over €6 billion worth of large-scale public capital projects across multiple sectors (health, housing, climate action, transport, justice and education/higher education). Prior to this, Paul was a senior associate with KBC Finance Ireland, responsible for providing debt funding to large-scale transactions (infrastructure, telecoms, aviation) across EMEA.
